What MUIS has announced
Singapore’s Islamic Religious Council, MUIS, will consolidate its Whole Plant and Product halal certification schemes for manufacturers into one Product Scheme. Circular MUIS/CIR-53/26, dated 26 October 2026, sets 1 November 2026 as the date when new Whole Plant applications will stop being accepted.
Existing certificate holders have separate transition arrangements. This is a Singapore certification update for manufacturers, checked on 29 October; it is not an announcement that every certificate or product changes status immediately.
The transition dates to check
The circular separates new applications from renewals. Its expiry-date boundary includes 31 March 2027 in the first renewal group:
- From 1 November 2026: no new Whole Plant applications will be accepted.
- Existing Whole Plant certificates expiring on or before 31 March 2027: eligible for one final renewal under that scheme, with one-year validity.
- Certificates expiring after 31 March 2027: renewals will be automatically processed under the Product Scheme.
What the accompanying FAQ clarifies
Annex A says the Whole Plant scheme covers a manufacturing facility and its products, while the Product scheme applies to selected products manufactured, partly processed or packed in Singapore. It also explains that applications submitted before 1 November continue under the Whole Plant scheme even if payment is made on or after that date.
The FAQ asks companies under the Product Scheme to represent their certification in relation to certified products, rather than the business or facility as a whole. A company name or familiar package design therefore should not replace checking the scope of the relevant certification.
A practical reading order
Start with the circular’s date table, then use the FAQ to locate the case that matches your application or certificate. Keep the original documents with your internal planning note so another colleague can verify which deadline or condition you used.
- Record whether you are considering a new application or an existing certificate.
- Compare the certificate’s expiry date with the stated boundary, including the words “on or before”.
- Read the Product Scheme requirements and relevant FAQ before changing labels or marketing claims.
- Use the current MUIS resources page and contact route for questions about your own application.
Where to read the original material
The circular also identifies version 4.3 of the Product/Whole Plant Halal Certification Conditions as effective from 1 November 2026. MUIS’s resources directory links the circular and Annex A together.
This summary does not assess an individual product, certify a manufacturer or replace MUIS’s application advice. Consumers looking at a displayed certificate can use our separate QR-code guide and the official verification route.
